Mike has over twenty years (20) of experience in Civil Engineering and Land Surveying. He has served as Lead Design Engineer on many public infrastructure projects, as well as a Project Engineer and Field Engineer on several large-scale design/build projects throughout the United States. Mike is the Founder and President of Bramhall Engineering & Surveying Company and oversees all major business activities for the firm. He has a Bachelor of Science in Civil Engineering from the University of Cincinnati and has taken classes pursuing a Masters of Civil Engineering (Water Resources) at Cleveland State University. He is a Professional Engineer registered in the State of Ohio (No. 61797) and a Professional Surveyor registered in the State of Ohio (No. 8073). Mike also is a Certified Professional in Erosion and Sediment Control (CPESC). He currently serves as City Engineer to the City of Avon Lake and Sheffield Lake, Ohio.
Christopher L. Howard, P.E., CPESC

Chris has twenty-three (23) years of experience in delivering civil engineering projects, primarily in highway, structural, residential, commercial and drainage improvements. In addition to general and specific project oversight as the Vice President, he is actively involved in the day to day operations of the firm. He carefully considers potential future projects, to ensure the work can be completed accurately, thoroughly, and within budget, and that the commitments the firm assumes can be delivered on time. He also ensures each design assignment has the staffing and resources needed to deliver high quality, constructible plans on time and within budget. Chris is prequalified with ODOT as a Construction Project Engineer 1 and 2.
Clarence D. Watkins, P.E., CPESC

Clarence has over thirty-seven (37) years of experience in the design and management of civil, site and structural engineering projects. His varied background has included work experience in both the engineering consulting business, as well as in construction. He has served as Structural Engineer, Bridge Engineer, Design Engineer, Project Engineer, and Construction Manager on a vast array of public works, industrial, and privately sponsored projects. This diversity brings value to every project Clarence reviews. He is a valuable resource to our clients, both from his well-versed, thorough background and his ability to ensure every design is constructible. Clarence currently serves as our Engineering Manager, providing supervision, coordination, and management on all engineering projects at BRAMHALL. He also performed QA/QC on all plans prior to submittal to the client, which provides the benefit of a fresh perspective in reviewing design details for consistency, correctness, and a clarity.
Aaron Appell, P.E., CPESC, CPMSM

Aaron has seventeen (17) years of experience in field surveying, construction layout, roadway design, project management, and project engineering for various project types, including widening and resurfacing, local bridge projects, and enhancement projects. As one of Bramhall’s lead project managers in our municipal services division, he has participated in numerous public improvement projects in urban locations. Aaron's background allows him to contribute innovative, cost-effective solutions to project design challenges, which has benefited many of our clients who are retro-fitting proposed improvements within existing site constraints in urban areas. His diverse experience in urban settings allows him to make educated decisions to fulfill the intent of the project, while minimizing the impact to surrounding properties. He also has a strong background in navigating through municipal governments, as well as being mindful of the impacts a project may have on residents and business owners, working with them to mitigate changes and construction difficulties due to the impact of an infrastructure improvement on existing properties.
Valerie L. Kilmer, P.E.
B.S. Civil Engineering, Rensselaer Polytechnic Institute
Valerie has twenty-three (23) years of experience in project management and design of highway and roadway improvement plans, having served in both the private and public sectors. Valerie most recently served as Production Administrator for ODOT District 3, where she led her department in delivering between $80 million to $130 million in construction projects each fiscal year. This included survey, design, right-of-way, utility relocations, value engineering, coordination with the construction department on constructability issues, cost estimating, and the bidding process up through contract award. She was also responsible for oversight on all LPA projects that contained federal funds in any phase of development. Prior to her tenure at ODOT, Valerie served as Project Manager or Engineer on several projects for consulting firms, including lane additions on state routes and interstates, intersection widening and relocations, and new highway construction. Her project experience includes widening 0.9 miles of S.R. 4 in Erie County from 2 lanes to 3 lanes, widening U.S. 250 from 2 lanes to 5 lanes from Mason Rd. to Bogart Rd. in Erie County, turn lane additions at S.R. 82 and S.R. 252 in Lorain County, as well as third lane widening projects on I-71 and the Ohio Turnpike.
Amy M. Kelly, P.S.
B.S. Surveying and Mapping, University of Akron
Amy has over nineteen (19) years of experience in Surveying and Civil/Site design projects. Amy manages the survey department to ensure that the field work is completed, mapped and reviewed to deliver directly to our clients or to our Engineering Department as the basis for design. Keeping the lines of communication open between the field staff that collects the data and the office staff that is using it is key. Amy has been involved in many complex boundary surveys, lot splits and consolidation surveys, ALTA/NSPS surveys and topographic surveys. Amy knows what it takes to get the job done and get it completed correctly. Her experience allows her to make sure the needs of the client are met while satisfying the requirements of the City and/or County in which the work is being performed. Amy has a Bachelor of Science in Surveying and Mapping from The University of Akron and she is a Professional Surveyor in the State of Ohio (No. 8469).
